In the end, due to the issues with FireFox, I had to reregister on this webpage (via a different browser), which may lead Germany to believe two people are entering and to send me double the forms. Moreoever, one cannot just keep this tab open, as a link in the pdf has to be clicked to upload a test/vaccination result, and this link also cannot be opened in a new tab. However, both the button giving access to the file and the displayed file itself give no way whatsoever to download it in FireFox for iOS (or rather iPadOS). This is a questionnaire, which in the end produces a pdf which has to be saved in order be be allowed access to the country.

I found a workaround on this forum (using share/copy and then paste in the files app), but this does not always work. When I have a pdf file displayed, there is no way to save it.
